Headlight yoke bolt (?)

Hi folks. I noticed I was missing one bolt and the other was loose. Went to the local dealer and they tell me they're headlight yoke bolts (to my eye they look like they only mount the front crash bars and the headlight is mounted up higher but Parts Guy didn't see it that way). Waited three weeks and got the new bolt, two "collars" and a butterfly style cap bolt. But bolt was too short. Went back. Told it was right. Tried again. Didn't get any longer. And doesn't match the old bolt which has two normal washers and a nylon nut. Does anyone know if this is in fact a headlight yoke? I think it's something different but we couldn't figure it out from looking at the parts fiche. Sorry if this is a dumb question! Thanks.

Figured it out. The mounting plate for the Tourtech crash bars uses a bracket that goes over/around the headlight yoke. You leave the OEM collars inside the plastic yoke then slip the bracket overtop then use Tourtech provided bolts. The PO installed it so I didn’t know how it worked. Watched an Orbit guy video that shows it all.
