Strange alien terminated lead

Hi all,

 

When running wires for accessories I noticed this strange wire, terminated in a gel like end. Any idea what it is for? I was under the gas tank.

Usually a ground harness splice sealed to keep the corrosion off, where your ground wires from different circuits  join back together

Why it is exposed like that? Can I terminate here ground cables from other accessories?

I wouldn't say exposed in that situation, Its under the tank and sealed with the green silicone. 

 

As for connecting other grounds there? I wouldn't remove the coating, it's there to keep the corrosion from forming on the connection.
