What are these perches for under the mirrors?

On my Yamaha Venture touring bike I mounted 25w led long range VisionX spots there. Amazing road vision with them mounted so high. That is where I will be mounting my T700 spots. 
what are they for??

Cool thanks. Perfect to mount spots. And they turn with the handle bars. A two for 1.

Deepened on the weight of the spots. Good point though. On my Venture I used two 1/8” shelf brackets doubled up.
