Tool kit and storage pouch

recently came across the manual's following section :

 

(chapter 6-2)

 

Maybe I'm dumb, but what's that storage pouch?

It seems to be bigger than the tool pouch, only have the latter on my bike.

 

Wanted to check back with you before contacting my dealer about it.

I only got the small tools pouch on my bike.

Manual came in a zipped, much bigger folder.

Just curious if there's anything missing on my bike.

My bike came with a black plastic, zip to close, bag.  I thought it was for the manual but the manual is a bit large and won't fit.  I think it's for other paperwork.  I threw it into a box of motorcycle related bits and it's been there since.  Useless junk.
