Pannier rack brackets: what are they for?

Question

The original Yamaha/Givi pannier rack has mounting brackets just in front of the passenger footpegs (see pic). As these racks were designed specifically for Yamaha, I assume there is a well-thought through reason why these are there. Does anybody know what their function is and what is supposed to be bolted on there?

Rear Carrier Rack.... 

the lower arms of the top-box rack bolt on there.

I wondered this too.

 

While mounting up, if I don't tuck my pants leg in to my right boot, it will catch/snag on that thing sometimes.
