What is this weird 4 connector under the seat?

Any ideas? It's just floating around under my seat and has a cap on it.

OBD2 Diagnostics connector. Buy a patch cord (per thread above) and connect your favorite OBD2 reader to it.

I sometimes ride where there is no cell service and even have found places with no InReach (iridium satellite) service. 

 

I now keep a bluetooth OBDII reader and mini voltmeter under the seat in case I have electrical problems and need help diagnosing them.
