Is the tank or filler neck aluminum though?

I would think so since it's welded to the main tank. A magnet will tell you all.

Didn't look to be aluminum, light sheet metal didn't take much to open it up.  I didn't have to go caveman with the hammer, just a couple of light blows till it was opened up to where I thought it would be better.  I could open it up even more but was worried about what was on the other side since my punch was a longer thin punch in order to get the tip into the hole at the start.  I could switch up to a shorter but fatter punch to get more opening size, but so far I'm happy.

It’s mild steel. The tank and filler tube are mild steel.
